“Trump chief of staff, Mick Mulvaney, disses Puerto Rico saying, "...that place was corrupt" and suggests "...it’s a foreign country.” Is Puerto Rico a foreign country? Is it corrupt??? There is a lot of confusion as to what "La Isla del Encanto" is. I have had people I know ask me if Puerto Ricans speak Mexican; if they are citizens, and where the island is. Since 1898, Puerto Rico has been a territory of the United States. In 1952, it was declared a commonwealth with its own constitution and government. My blog, "The Curious Case of Puerto Rico Part 2," cleared up the confusion of it being a colony or a commonwealth. Since Puerto Rico does not have autonomy in banking, money, immigration, citizenship, passports, courts, travel, military, social security, unemployment, benefits, communication, post offices, environmental, disability and ability to vote for the President of the United States, Puerto Rico is still a colony of the United States. In 1947, President Truman created HR3309, an act which allows Puerto Rico to elect its own governor and creates a middleman coordinator who oversees all federal functions and activities of Puerto Rico, and reports back to the President of the United States. This middleman can request from the governor all reports pertaining to the affairs and conditions of Puerto Rico. So does Puerto Rico have its own government? No. Without autonomy, with a middleman coordinator reporting back to the president about anything and everything that is happening in Puerto Rico, Puerto Rico has no ability to truly self govern. Puerto Rico is as corrupt as its owner allows it to be, which is the United States of America.
